Request for Information: City-owned Real Property for Potential Development of Affordable Housing
Closing Date: Friday, May 30, 2025 at 4:00 pm MT
The City of Albuquerque Department of Health, Housing & Homelessness (“City”) is issuing this Request for Information (“RFI”) from non-profit developers and their for-profit development partners to evaluate the City-owned Real Property and determine if the parcels have the potential to be developed into affordable housing.
Scope of Services:
The City is requesting that non-profit developers and their development partners, provide the City with comments on each of the following City-owned parcels (using the RFI Response Form (Excel Spreadsheet), found at: http://www.cabq.gov/health-housing-homelessness/partner-resources).

The responses will help determine the overall viability of the parcels to be developed into Affordable Housing, which may be issued in a future City Request for Proposals (RFPs). Any comments should not provide specific details of a potential project, so not to create any conflict of interest. Providing only the general information requested, will not prohibit any non-profit organization from applying for future RFPs related to the subject properties.
Based on the responses to this RFI, the City will determine which parcels are suitable for the development of Affordable Housing. Should any parcel not be suitable for such purpose, the City may either determine another municipal use or decide to dispose of the property through its surplus process.
Submission of Response:
All responses to this RFI shall be submitted in electronic copy to the contact person below by 4:00 pm MT on Friday, May 30, 2025 at 4:00 pm MT.
Responses to this RFI are voluntary. The submitted information will be reviewed by the City and may be made available to the public. Submitted information will not be considered confidential. Those who respond are advised that the City is under no obligation to acknowledge receipt of your submission or provide comments on your submission. No proprietary, classified, confidential and/or sensitive information should be included in your response.

Forensic Assertive Community Treatment
The City of Albuquerque is soliciting proposals from organizations interested in providing/implementing Forensic Assertive Community Treatment (FACT) services for residents of Bernalillo County with serious mental illness (SMI) who are involved with the criminal justice system.
FACT is designed to increase behavioral health stability and public safety by improving clients’ mental health outcome and daily functioning; reduce recidivism by addressing criminogenic risks and needs; divert individuals in need of treatment away from the criminal justice system. The intent of FACT is also to manage costs by reducing reoccurring arrests, incarceration and hospitalizations.
